Ontario Provincial Legislation Mandates Use of Xanalys’ PowerCase Software

At a press conference from the Major Case Management office in Toronto, Community Safety and Correctional Services Minister, Monte Kwinter announced an initiative to help protect communities throughout the Province of Ontario from serial offenders and other forms of major crimes. During the briefing, Minister Kwinter outlined legislation enacted in January 2005 that mandates the use of new major case investigation and information sharing procedures across the Province, and the technology that will be used to support that initiative. Named within the legislation is investigation management software developed by Xanalys of Waltham, Mass., the leading provider of investigative management software solutions for law enforcement, homeland security, and corporate investigations.

According to the new legislation, investigators working on all major case investigations conducted within the Province of Ontario will be required to share information across jurisdictional boundaries. To support the management of this shared information, major case investigators will use Xanalys’ PowerCase Investigation Management Software.

Note to editors: the Xanalys PowerCase Software named in the Ontario legislation has recently been upgraded and re-named by the company. The software is now called Xanalys Investigation Manager. Because the legislation was drafted prior to the upgrade and name change, the former name has been retained within the legislation.

PowerCase combines the most advanced investigation techniques with some of the world’s most sophisticated information retrieval and management technology. “Best practices” law enforcement techniques developed by organizations such as Scotland Yard, Interpol, CIA, FBI, US Marshals and the Secret Service have been built into the software along with data acquisition, workflow, action management and link analysis technologies of the highest order.

In total, the Xanalys software will give major case investigators throughout the Province of Ontario the ability to:

Collect information from multiple sources such as phone logs, witness statements, tips, e-mail messages, video, word processing documents, banking transactions, external and internal applications and databases, and web services.

Analyze and Manage information to ensure vital links and associations are quickly revealed between people, locations, phone numbers, and vehicles etc., tying together many levels of interaction between criminals involved in illegal activities. Additionally, PowerCases’ comprehensive management of people, resources and property ensure that all aspects of an investigation are focused, methodically controlled and audited.

Share information among many types of computer systems, different type of users, across geographical and technical boundaries that have, in the past, caused critical investigation information to remain inaccessible.

Prove and validate in court the direction and arrests made during an investigation. Every document collected and every action made in an investigation can come under the microscope months after arrests have been made. Evidence managed in the PowerCase application has stood up to the closest scrutiny in high profile cases and has been commended by the Ontario court system.
